Recently when I torrent the connection will establish and pick up to normal speeds, then within 10-15 seconds it drops down to 0.0kbps and sits there a few seconds before picking up slightly and just dropping all over again.

The connection still isn't dropping, or showing signs its messed up. I don't think its an issue with ym dd-wrt router since it isn't hosting the VPN connection, only port forwarding for it. But, I had this same issue when hosting the connection with my router. Is this maybe a bug with the Windows TAP driver?

Same laptop works fine on other internet connections. Non VPN connections/other PCs don't seem affected. Using another router I have, the VPN connection is very stable. This is on a 2.4Ghz WiFI channel.
